Celso Malanguis was the incumbent Brgy. Chairman of Brgy. Conalum and the president of the Association of Barangay Captains (ABC)  in Inopacan, Leyte.

The barangay chairman of Inopacan, Leyte was shot dead by still unidentified motorcycle-riding gunmen (riding in tandem) last Monday morning (September 23, 2013), four days before the start of barangay election period.

Tao-taon to buy some feeds for his chicken when gunmen intently shot him, hitting his head that caused his instantaneous death.

Celso Espinosa Malanguis, 48, was shot in front of a livestock supply store along the national highway in Barangay Conalum.
