This was after Dr. Lawrence P. Tiu, Leyte’s first district board member and chairman of the Committee on Environment and Natural Resources presented to the legislators for approval Municipal Ordinance 12-04 of Sangguniang Bayan (SB) of Inopacan, Leyte and Municipal Ordinance 2011-03 of the SB of Palo, Leyte, after his committee's careful study and review of the aforementioned laws.
Ordinance 12-04 adopts solid waste management and establishes the centralized material recovery facility (CMRF) under the management of the Municipal Environment and Natural Resources Office (MENRO) in the town of Inopacan, Leyte while Municipal Ordinance 2011-03 of Palo, Leyte imposes a 50-year moratorium on mining operations in the municipality.
Tiu said after reading Ordinance 2011-03, the committee which he chairs finds nothing in its provisions that is contrary to the related provisions of the constitution, the Local Government Code, the Environmental Code of Leyte and other related laws, same as with Ordinance 12-04.
He considers the ordinances as welcome initiatives of the local government of Palo and Inopacan as they will contribute to existing measures to safeguard the environment from indiscriminate disposal of waste materials. (Consuelo B. Alarcon/EPT/PIA 8)
