Upland farmers in Inopacan earning more because of organic farming.

Hello veggies, goodbye abaca!

TACLOBAN CITY – When we reached Barangay Hinabay, we were led to a vegetable farm of Jose Dautil, 54, that was ready for harvest. We picked some kilos of sweet pepper, and pechay, and paid him the corresponding price. Then we moved to Barangay Cabulisan to see more vegetables in other farms. These adjacent villages nestled on top of a mountain in Inopacan, Leyte are now known for organic vegetables.

Farmers here are now seriously pursuing high value organic vegetable production after the Department of Agrarian Reform (DAR) subjected last year the members of two agrarian reform beneficiary organizations (ARBOs) to a five-month training on high value crops production using the natural farming system. 

Being covered by the second phase of the Agrarian Reform Communities Project (ARCP-II), DAR tapped the East-West Seed Philippines for the conduct of the said training under the Agricultural Enterprise Development to the Hinabay Upland Farmers Association (HUFA) and the Cabulisan Multi-Purpose Upland Farmers Association (CAMUFA).

When asked what they like about organic vegetable production, Marissa Bisnar, 38, an agrarian reform beneficiary (ARB) said the products are sold at a higher price than those grown the traditional way. Even if they are a little bit expensive, more consumers prefer to buy organic vegetables, she added.

From her last harvest, Marissa shared that she earned P8,350 from her four plots of sweet pepper, four plots of tomato and ampalaya, which became additional income for her family.

Cristita Abenoja, a merchant from Barangay Cabulisan who buys the farmers’ harvests and sell them at the town’s market disclosed that her products are easily sold out because consumers opt for organic vegetables.

Organic farming now becomes the trade mark of these two barangays. When buyers learn that the vegetables come from the said barangays, they already know that it’s organic, Abenoja said. Further, “my customers increased,” she added, because the information had spread to nearby towns like Hindang, Bato and Baybay City.

For that, these farmers living on top of the mountain, 18 kilometers away from the town proper are thankful they were taught organic farming.

Abaca used to be the major crop of the farmers here. But because of the bunchy top disease, farmers ceased planting abaca, and shifted to vegetable production in 2004. Last year, with the joint effort of DAR and East-West Seed Philippines, the natural farming system was introduced and changed the lifestyle of the farmers here.

With this method the farmers no longer sniff chemicals when spraying pesticides, according to CAMAFU president Edelito Merrano Sr., 51. Likewise, they can save more because they no longer buy fertilizers and pesticides, he added.

Instead, they use the vermicast their association is producing. Vermi-culture and vermi-composting have been introduced to them by DAR in 2015 as alternative sources of livelihood.

CAMUFA was among the 100 ARB organizations provided with a shredder and 30 kilos of African night crawlers last year.

At the moment CAMUFA is also selling vermicast at P350 per sack of 50 kilos. While African night crawlers are being sold by the association at P500 per kilo.

Mayor Lumarda is unopposed in 2016 for his 3rd term

The incumbent municipal mayor, Loloy Lumarda, runs unopposed for his third term as mayor of Inopacan along with his vice mayor, Dodo Pua, who is also unopposed. They and the SM member candidates in their ticket filed their Certificates of Candidacy (COC) in the Commission on Election (COMELEC) office in Inopacan on October 14, 2015.
This probably is the first time in the history of Inopacan that a mayoral bet and his vice run unopposed in municipal election. 

Ex-mayor Al Lloren, who in previous elections ran as the contending mayoral bet of the Tingog Leytenhon political party, came last in the afternoon of October 16, 2015,  to file his COC as an independent candidate for Sangguniang Bayan member. Among those who are vying to become an SB Members are 3 more independent candidates: Anecito B. Perandos, Francisco P. Degorio, and Fernando B. Rulete.

Jean Galo de los Santos runs for SB Member to continue the political legacy of her husband, the incumbent councilor and former town mayor Atty. Belo de los Santos. Micmic Buhi and Dodong Evangelista are not in the list this time.   

According to the Comelec's rule, though unopposed, mayor Lumarda and his vice mayor still need more than just one vote to be proclaimed winner. This means that the unopposed candidate still need to open one ballot box from one precinct before proclaiming the winner as the Comelec is required to have a record of votes for candidates even if unopposed. In previous elections where an automated system of voting was used, there was a need for votes to be opened from a whole polling precinct.

When the filing of COC in Comelec ended on October 16, 2015, the following is the final list of aspiring candidates for the upcoming May 09, 2016 local election in the municipality of Inopacan:

Kirby Asunto - anak sa usa ka Inopacnon

CEBU, Philippines - Dos anyos siya dihang nakakat-on og kanta. Paghuman sa duha ka tuig, nisalmot siya og bangga sa awit sa ilang tunghaan. Sa pagsugilon niya sa iyang inahan mahitungod niini, nahingangha kini gumikan kay igo pa man siya nag-anam pagkat-on og basa. Siya si Kirby Asunto, 15-anyos ug nabaniog na didto sa nagkadaiyang dapit sa Amerika.

Human sa bangga sa awit nga iyang nasalmutan niadtong kwatro anyos pa lamang siya, pormal na siya nga nipailawom og voice lessons, isip pagpangandam sa katumanan sa iyang mga damgo.

Sa dihang nilangyaw sila sa iyang pamilya didto sa States, wala gihapun buhii ni Kirby iyang gusto sa pagkanta. Midaug siya sa mga nagkadaiyang contests. Lakip na niini ang The Access Broadway, diin nakuha niya ang unang ganti sa regional ug national nga panagtigi-ay tuig 2008 ug 2009, ug ang Philippine Fiesta Grand Idol sa Secausus, New Jersey, nga mao ang hinungdan nganong gidapit siya sa daghang Filipino American Communities.

Dili gayud malimod ang tumang kalipay nga iyang nasinati niadtong mga panahona. Busa, nagpasiugda dayun siya og mga fundraising concert isip pasalamat sa katilingban, mapa-America man o 'Pinas.

Apan kining nabuhat niya nga mga pasundayag sa mga nagkadaiyang lugar, abog ra sa kumingking sa iyang dakong kalampusan sa pagkanta niya sa Philippine National Anthem atol sa Pacquiao-Bradley fight niadtong Hunyo 9, 2012 sa Las Vegas, Nevada.

Si Kirby Asunto wala malahi sa kadaghanang nilangyaw nga misikat sa ubang nasud nga mu-uli gayud sa yutang nadak-an. Taga Inopacan, Leyte ang iyang inahan nga si Shirley.

Ang maong pag-uli mibutang niya sa spotlight sa mga dagkong noontime entertainment shows matag Domingo, ang ASAP ug Party Pilipinas ( nga karun Sunday All-Stars na ). Giadto pud niya ang mga lugar sa Davao, Leyte, Batangas ug Lanao del Norte aron magpakita sa iyang talento nga nahashas na pagmaayo sa paglabay sa mga panahon.

Ubay-ubay sad gayud ang mga kalihukan nga iyang natambongan sa pag-uli niya nga mipasamot kaniya pagkailado.  Gani, natagaan pud siya og higayun sa pagpakita niining talento para sa TAYO (Ten Accomplished Youth Organization ) sa Malacañang atubangan sa presidente sa Pilipinas ug ni Senator Bam Aquino, ang nagtukud sa maong kapunungan. Gipasidunggan siya isip awardees a TOFA NY (Top Outstanding Filipinos in America) sa entertainment category. Mihalad pud siya og pasundayag sa pagpirma sa 2013 National Year of Rice ug mikanta siya sa ginamang musika ni Noel Cabangon nga "Sapat na Bigas". Nipahalipay usab siya og kanta sa iyang mga kauban sa usa ka youth organization sa 2nd Global Summit of Filipinos.

Laing kalampusan ni Kirby mao ang pagdala niya sa papel isip Basilio sa labing unang Filipino opera sa New York nga "Noli Me Tangere" niadtong Oktubre. Nahugyaw ang New York Times sa iyang performance nga nihulagway nikomentaryo nga:" Kirby Asunto a 15 year old soprano demonstrated a clear attractive voice as the altar boy Basilio."

As the Pacquiao-Bradley bout nears, netizens have been abuzz not only about the fight itself but about the featured personalities who will be singing during the event: Jessica Sanchez for the American anthem and Kirby Asunto for the Philippine anthem.

While Sanchez has become a household name after becoming the first runner-up in "American Idol," many Filipinos have been wondering who Asunto is.


A Filipino-American, Asunto was personally selected by Manny Pacquiao to sing the Philippine national anthem during his match against undefeated American boxer Timothy Bradley Jr.


Filipino-American-Mexican Sanchez, 16, will first sing the American national anthem during the opening ceremonies of the Pacquiao-Bradley fight. Asunto, 14, will follow, singing the Philippine national anthem “Lupang Hinirang.”

In an email to GMA News Online, Asunto's publicist Elton Lugay, also a stringer for GMA News in New York, explained that the young singer was a "niece of Manny's cousin, his mother's side."

Lugay said Pacquiao's cousin hails from Inopacan in Leyte, hometown of the congressman's mother Dionisia.

Asunto's grandmother "is also from Inopacan, Leyte," Lugay explained.

On Asunto's Twitter account, her fan Lira wished her luck on her performance during the boxing megafight this Saturday (Sunday morning in the Philippines): “When you sing tomorrow, May the Odds be ever in your Favor @kirbyasunto :) God bless yah.”

Asunto was introduced by the eight-division world champion during a press preview last February when Pacquiao and his wife Jinkee said they had big plans for Asunto who signed a contract under Pacquiao’s talent management company.

“We are committed to help Kirby reach greater heights in her career. We don’t expect much in return. Happy kami that we have the opportunity to help her,” Jinkee said.

Pacquiao first heard Asunto’s voice during the celebration of the Holy Mass before his most recent match against Mexican boxer Juan Manuel Marquez last year which Pacquiao won.

Asunto also performed during Pacman's victory concert after the Pacquiao-Marquez bout.

On May 20 in Manhattan, New York, Asunto performed with Arnel Pineda, the Filipino front man of the legendary American band Journey.

Some of Asunto's other notable achievements include being a:
  • Winner – Child Access Broadway, regional and national levels
  • Grand Champion – Philippine Fiesta Idol, Seacaucus, NJ, junior level
  • Final three – NY Knicks Kidzbop Sports Talent Jam at MSG
According to a report of the entertainment site Broadwayworld.com on June 4, Asunto ("Child Access Broadway") and other Broadway stars such as Anna Maria Perez de Tagle, and "GMA Pinoy TV talents Dingdong Dantes and Aljur Abrenica headlined the Philippine Independence Day Council’s (PIDCI) well attended 114th Philippine Independence Parade and cultural show held on Madison Avenue Sunday afternoon."

The event, attended by around 100,000 people, was the “biggest celebration of Philippine independence outside of the Philippines,” Broadwayworld.com said.

Asunto was born in the Philippines but her family migrated to the US in 2006.
According to her official Facebook page, she has shown great interest in music since the age of two.



Her parents had no clue that their daughter could already compete in a singing contest.


Asunto has since joined several contests and taken voice classes to pursue her dream of becoming a professional singer.


Apart from this, she has been giving back to the Fil-Am community by singing in different fundraisers in the United States.

IGF must register with SEC as Charitable Institution

Yesterday morning (at 11:00 AM to be exact on 08 June 2011), I received a text message from Mr. Boy Luego asking me to comment about the Inopacan Global Family (IGF) and his dinner meeting with Mayor Loloy Lumarda in Inopacan last 14 May 2011 wherein they talked about the story of Inopacan and the promotion of tourism in our Cuatro Islas. He also asked me to help in the rehabilitation of the erstwhile Inopacan Institute.

I thanked him for making me that important, for asking my thoughts about the IGF and the projects they were discussing about. Boy is one of my FB friends for quite some time around. His being Luego gave me hint that he is related to the Luego’s I met before in town (that include Cris Luego my old next-door-neighbor, playmate and classmate in Inopacan Elementary School), and to some Luego’s I met in some of my travels in Cebu. I found that Boy is actually now in Consolacion, Cebu. This guy first called my attention when he followed some of my blogs that include "Inopacan, Leyte and the Inopacnons" and the "Inopacan Institute" where he left some flattering comments.

I promised Boy to pop him a message here in FB. Thus, I could not go to bed now bringing my collected thoughts in my sleep on how could I address the topics he brought up in his text message.

I strongly recommend to the organizers of the IGF to duly register your group as a charitable institution in the Security Exchange Commission (SEC) in the Philippines, its counterpart abroad (such as in the US) for the IGF to enjoy the following: 1) To have a juridical body that would perpetuate the existence of your group even after you are gone. 2) The juridical body, being distinct and separate from the persons composing it, can readily transact on its own such as to receive many and huge donations from various sponsors without worrying who will keep and audit the money among yourselves. 3) Finally, charity institutions enjoys break of some sort of tax exemptions. This means more money for the operation and to give to the beneficiaries. So start looking now who will fill the list of directors.

Operating a charitable institutions in the Philippines is subject to several regulations as required by the Philippine Department of Social Welfare and Development (DSWD). You must first register with the Philippine Securities and Exchange Commission (SEC) either in its main office at SEC Building, EDSA , Greenhills, Mandaluyong City, Metro Manila, Philippines (across POEA or EDSA Shrine) or at its SEC Branch Office near the area where the charitable organization will be established (SEC Extension office in Cebu City is at SEC Bldg., V. Rama Avenue, Guadalupe, Cebu City. Tel. No. (032) 255-2874; (032) 253-5337; (032) 253-6987)

Applications for registration with SEC are then forwarded to the Standards Bureau of the DSWD or the DSWD Field Office for evaluation of the purposes of the institution and assessment of the merit of its programs and projects.

If the entity’s Articles of Incorporation, objectives, programs and services are within the purview of social welfare and do not violate existing policies, the DSWD Standards Bureau or the DSWD Field Office will endorse your application to the SEC and to DSWD for a license. Otherwise, it will suggest a review or revision or refer your application to appropriate agencies.

Your institution will also file an application with the DSWD in order to be credited as a social welfare and development (SWD) agency by submitting an information sheet and a certified true copy of the SEC Registration with Articles of Incorporation and Constitution and by-Laws. DSWD will then conduct its assessment and issue corresponding Certificate of Registration usually within 2-3 working days. If the institution is considered as a social work agency, it is required to proceed with the licensing and accreditation assessment within 1 year after the date of registration.
